By sending the gift to the war dead memorial, he respects his tradition and keeps a fair part of his electorate happy running into Sunday’s election .
He does take some risk of his neighboring countries’ protest , but it would be worse if he visited the shrine in person as he did in 2013.
In the meantime his LDP Party is still comfortably leading the polls .
